ABOUT THE EVENT: SPH held a successful event in May discussing Clinical Integration and Health Care Reform. Many members suggested we expand this program and include more detail on techniques being used by health care organizations to control costs through better clinical management.
This program will highlight several leading Bay Area organizations and their efforts to improve their care delivery and lower costs while they are preparing for health care reform.

Brian Hansen, Spec. Asst. to Director, CDHCS
Brian Hansen, an 11-year veteran of state service, was appointed by the Director of the California Department of Health Care Services to serve as the Special Assistant to the Director in June 2009. He serves as a policy specialist for new and high-profile Medi-Cal payment and delivery initiatives that require coordination of multiple Department Divisions and other Departments.
Prior to his appointment as the Special Assistant to the Director, Brian served as the lead policy analyst for the development and implementation for several new health programs with a focus on quality and cost effectiveness. These include a prescription drug quality improvement program, a Disease Management Pilot Program, and a Pediatric Palliative Care 1915(c) Home and Community Based Waiver Program. During his tenure as the Special Assistant, Brian has lead efforts to develop better integrated systems of care for dual-eligible (Medi-Cal/Medicare) beneficiaries under a new 1115 Demonstration Waiver. He has also lead efforts to organize and begin implementation of the Affordable Care Act of 2010 within the Department.
Brian holds a Bachelor of Science Degree in Criminal Justice from California State University , Sacramento.
Lora Gilmore, Assistant Deputy Director (Acting), DMHC, Office of Provider Oversight
Lora Gilmore is currently the Acting Assistant Deputy Director (Chief) of the Department of Managed Health Care's Office of Provider Oversight. She has served in various key roles at the DMHC, and has established herself as a leader in the provider network and plan-provider contract terminations arena. Additionally, Lora is the primary consultant to the DMHC's Director on issues pertaining to Health Information Technology (HIT) & Health Information Exchange (HIE). She is on the CA Health Care Investment Program's Investment Advisory Committee and represents the DMHC on the California Telehealth Network Board. Prior to the DMHC, Lora was responsible for managing multi-faceted government affairs and legislative advocacy programs both in the private sector and public sector.
John Boskovich, Jr., Senior Counsel, Office of Provider Oversight, DMHC
John Boskovick Jr. currently serves as Senior Counsel to the Office of the Provider Oversight at the California Department of Management Health Care. John has been engaged in the practice of law in California for the past twenty years with primary focus in the area of health care law and managed care regulation. While at the DMHC, John has provided counsel and advise in the areas of network adequacy, medical group solvency, claims payment, Medicare supplement coverage, enrollee grievances and communications between health plans and enrollees. Prior to joining the department, John spent ten years in private practice, which included time spent as general counsel for a health care service plan.
Brandon Edwards, CEO, Revive Public Relations
Prior to joining Davies in 2002, Brandon oversaw crisis communication for Tenet Healthcare. At the time, Tenet's operations included 116 hospitals in 19 states, and Brandon oversaw litigation support, medical malpractice issues, union issues, CON battles, hospital closures, M&A, managed care contract disputes, and other high stakes, defining issues.
After completing his MBA at UCLA's Anderson School, Brandon joined Tenet's corporate strategy and venture group, which managed the corporate venture fund and analyzed large strategy opportunities for the company. Brandon's nine portfolio companies included digital imaging, structured documentation, and physician office Rx dispensing, among others.
Prior to his tenure at Tenet, Brandon managed political campaigns and worked as a district representative for a member of Congress. He also worked at Davies in the mid 1990s.
Brandon is a featured speaker for PR trade groups, as well as SHSMD, AHA, ACHE, Healthcare Roundtable, The Governance Institute, HASC, BAHCCA, and VHA. Married with three children, Brandon calls Santa Barbara home (and United Airlines his second home).
Tom Williams, Dr PH, MBA, Executive Director, Integrated Healthcare Association
Since 2004, Tom Williams has been the Executive Director of the Integrated Healthcare Association (IHA), a California leadership group with balanced representation from major health plans, hospital systems, physician organizations and other healthcare stakeholders. IHA is dedicated to promoting quality improvement, accountability and affordability of health care by engaging its membership in a collaborative process to measure performance and align financial incentives. Mr. Williams is responsible for management of all IHA programs and initiatives, including its nationally recognized pay-for-performance program, medical technology value-based purchasing initiative, AHRQ-funded episode bundled payment pilot, and efforts to enhance the adoption of health information technology and improve healthcare affordability.
Prior to joining IHA, Mr. Williams’ professional career included extensive executive-level experience in medical group management, managed healthcare, and health insurance, including 15 years as a senior executive at Aetna. He has served on numerous private company and non-profit boards involved in healthcare and the environment. Mr. Williams received a B.S. in environmental biology from the University of California at Santa Barbara, earned Masters degrees in Business Administration and Public Health from the University of Hawaii, and a doctoral degree in Public Health at the University of California at Berkeley.
Lori Hack, MBA, CEO, Object Health, LLC
Ms. Hack is the principal and CEO of Object Health, a management consulting group that assists health care organizations and communities with leveraging health information to improve operational efficiencies and clinical health outcomes. Among her current projects, Ms. Hack is Program Liaison for the California Privacy and Security Advisory Board on behalf of the California Office of Health Information Integrity under the direction of Secretary Belshe. She also leads efforts in organizing Health Information Organizations (HIOs) in California for Alameda, Contra Costa, Riverside and San Francisco Counties. Ms. Hack also leads Object Health’s team in their work around clinic implementation of Electronic Health Records for achieving meaningful use. Previously Ms. Hack led the privacy and security efforts for the Long Beach Health Network, as well as coordinated the development of their business sustainability model.
Additionally, Ms. Hack served as Program Manager for the state technology initiative in the area of Mental Health Information Technology through the California Mental Health Services Act (MHSA). She currently serves as the Chair of the Board for the California eHealth Collaborative (CAeHC). Previously Ms. Hack served as Interim CEO for the California Regional Health Information Organization (CalRHIO) and Executive Director for Health Technology Center (HealthTech). She currently serves in her second term on the Certification Commission for Health Information Technology (CCHIT) Privacy Expert Panel, directed by Secretary Leavitt of Health and Human Services. Ms. Hack earned her BA in psychology at the University of California at Los Angeles, and her MBA from the University of Southern California.
David Saÿen, Regional Administrator for the Centers for Medicare & Medicaid Services, Region IX
David Saÿen (pronounced “SIGN”) is the Regional Administrator at the Centers for Medicare & Medicaid Services (CMS) San Francisco office. CMS Region IX includes California, Arizona, Nevada, Hawaii, and the Pacific Territories. David and his immediate staff are focused on external and intergovernmental affairs, while operations units in the office provide technical assistance and conduct a variety of reviews, evaluations, and inspections of activities in CMS’s programs. The San Francisco Regional Office spans a vast geographic area, has one of the most culturally diverse populations in the nation, and serves more than 14 million Medicare, Medicaid, and Children’s Health Insurance Program beneficiaries.
David brings more than 30 years of Federal service and experience in health and human services programs to the position of Regional Administrator. Between 2002 and 2007, as Associate Regional Administrator for Medicare Health Plans Operations, he led all Medicare private health plan contract operations for Medicare Advantage and the Medicare Prescription Drug benefit in the San Francisco region. Before that he led the Medicare Contractor Financial Management and Program Integrity functions. Before coming to California he held posts in the CMS headquarters Office of Information Services and the Philadelphia region.
David is deeply committed to CMS’s mission, which is to ensure effective, up-to-date health care coverage and to promote quality care for all beneficiaries. He is particularly interested in advancing programs that improve care for those living with chronic diseases and in addressing disparities in health status that affect priority populations.
David is a Senior Fellow of the Council on Excellence in Government. He received the HHS Secretary's Distinguished Service Award on two occasions. He earned his Bachelor’s degree in Philosophy and an MBA in Health Administration from Temple University in Philadelphia. He lives in Alameda, California with his family.
